The Doctor is aware that where ever he goes that He and Sam do tend to be stuck in the thick of things. Worried, he and Sam come to an Arrangement.

London; the Near Future, but too futuristic for the Doctor’s liking. London is now part of a Republic when it shouldn’t be. And the country is under the reign of “The Leader” He knows the Doctor and The Doctor knows him.

But the Question is, Who is the hunter and who is the hunted!
